The current release is toddcox-0.4.
I have built binaries for Cygwin, Linux (x86_64), and Windows:
If people provide binaries for other platforms, I will be glad to post them here.

To build from source, download toddcox-0.4.tar.gz, unpack the archive, and read the INSTALL file. On a Linux system, for example, you can proceed as follows to download the archive, unpack it, build the programs, and start it:
wget http://www.math.cornell.edu/~kbrown/toddcox/toddcox-0.4.tar.gz tar xzf toddcox-0.4.tar.gz cd toddcox-0.4 make ./toddcox
