We proved that any properly embedded ray in a noncompact symplectic manifold can be removed without changing the symplectic structure, provided that the ray has a large enough (say, tubular) neighborhood in the manifold. This excision technique can be used to get rid of 'bad' points of a structure on a noncompact symplectic manifold. For example, we showed that the cotangent bundle of any smooth manifold (compact or not) has a nowhere vanishing primitive (of its canonical symplectic form).
