What is deformation to the normal bundle?

A submanifold of a manifold has a normal bundle. A manifold can be "deformed" until it looks like the normal bundle. The same is true for a subvariety of an algebraic variety. I will explain this idea and some of its uses in differential and algebraic geometry, probably with an emphasis on the differential side.
